1. scan check 页里按照快递的分类，增加一个每种快递的pallet数
2. flex rate里增加按照快递的kg或者pallet数收费的方式， （可能需2-3种快递不同收费rate，看看这部分怎么做）
daipost 3个port快递运费都是0.1/kg 50min
除bne的fastway为50/plt， min 150
