<p style="margin-left:0; text-align:left">1、未给清关资料场景：距离ATA超30天还没有给到清关资料，可以按照销毁处理；---对客流程确认，会有赔付</p>
<p style="margin-left:0; text-align:left">2、给过清关资料但未支付关税场景：</p>
<p style="margin-left:0; text-align:left">清关行回传节点时效要求：</p>
<p style="margin-left:0; text-align:left">①发出税金账单时就会先回传海关征收节点---清关异常3007</p>
<p style="margin-left:0; text-align:left">②在1的基础上，超SLA，清关行<span style="background-color:#f9ddb2">回传</span><span style="background-color:#f9ddb2">清关失败（4006）</span><span style="background-color:#f9ddb2">节点：</span>空运5天；海运10天；（但清关失败属于终态不能再更新清关成功，根据opcode定责）</p>
<p style="margin-left:0; text-align:left">清关行销毁时效要求：</p>
<p style="margin-left:0; text-align:left">③<span style="background-color:#f9ddb2">回传</span><span style="background-color:#f9ddb2">清关失败节点开始</span>，时效：15天，顾客还是没有交税，按照操作销毁处理。做销毁前再次确认账单。但是清关行反馈基本不存在拒付场景。</p>
